The procedures for rating boats are as follows:

Renewals:

The administrator for PHRF shall:

  1. check the application for any changes or modifications
  2. check the application for owner’s signature and proper payment
  3. ensure that the base rating has not changed,
  4. implement any new PHRF policy changes, e.g. Roller Furling credit
  5. compare the rating to the previous year’s rating for consistency,
  6. complete the rating, sign, implement into data base and mail copy to applicant, or
  7. forward to committee for resolution of any issues, ambiguities, or problems.

 

New Applications (with established base ratings):

The administrator for PHRF shall:

  1. assign certificate number, check application for owner’s signature and payment
  2. obtain base rating, and non-spinnaker delta from data base,
  3. check the application’s dimensions against "Standard Dimensions", and note any discrepancies on the form,
  4. calculate any standard adjustments for propulsion, genoa size, spinnaker pole size, roller furling and other credits,
  5. ensure that the owner has signed, note any discrepancies, issues, modifications, etc., and,
  6. forward application to committee

The committee shall review the application, resolve any issues, and complete and sign the application, and return the form to the administrator.

The administrator shall enter the form into the database and mail copy to the applicant.

 

New Application (which requires new base rating):

The administrator for PHRF shall:

  1. check the application’s dimensions against "Standard Dimensions", and note any discrepancies on the form,
  2. calculate any standard adjustments for propulsion, genoa size, spinnaker pole size, roller furling and other credits
  3. ensure that the owner has signed, note any discrepancies, issues, modifications, etc., and,
  4. forward application to committee

The committee shall review the application, resolve any issues, and establish a new base rating (see New Base and changes to Base Rating Procedure described below), and complete and sign the application, and return the form to the administrator.

The administrator shall enter the new base rating with Non spinnaker delta, and the form into the database and mail copy to the applicant.

 

Committee review of and changes to base ratings:

The committee shall continually review race results, other area ratings, and other data to assess whether any changes shall be made to base ratings, using the "New Base/Changes to Base Rating Procedure" described below. If a rating change greater than 3 sec/mile is contemplated, owners of that boat design and possibly others shall be notified, and invited to provide data and comments to the committee for its consideration.

 

Appeals:

The administrator shall:

  1. Assign an appeal number, notify the Rating Committee Chairman, and invite the appellant to the rating committee review, where appropriate, and
  2. Forward the appeal to the committee for resolution

The rating committee shall:

  1. Review the appeal, resolve any issues, or mistakes, and make any changes as appropriate,
  2. if applicable, review and revise the base rating, in accordance with the "New Base/Changes to Base Rating Procedure" described below
  3. Forward the committee’s decision with rationale to the administrator

The administrator shall:

  1. Implement the decision of the committee, and notify the appellant of the decision with its rationale.
