- Call to Order: meeting called to order at 6:35pm
- Roll Call: Don Kern, Commodore; Will Museler, Rating Chairman; Bob Horton, Secretary; Board Members: EC Helme, Todd Johnston, Ken Madeiro, Vin McAteer, Moose McClintock, Mark Nannini, Randy Shore, Matthew Smith; PHRF-NB Administrator, Kathy Rotsky. Not in attendance Roy Guay, Treasurer; Vin McAteer, committee member
- Approval Meeting Minutes: The members present unanimously approved the minutes of the November 24, 2024 meeting.
- Review/Approve Draft: The members present reviewed the minutes of the 2025 Annual Meeting held on January 15, 2025 at the Newport Yacht Club and found no changes are needed. These Minutes will be approved at the 2026 Annual Meeting.
- Appeal: Certificate 17989, Pugilist, Martin 49,
- Darris Witham representative for owner Dudley Johnson presented documentation regarding the 2024 race results for the boat along with the new ORCi information. Mr. Witham responded to questions from the committee regarding performance in the 2024 NYYC Queens Cup Race along with information regarding the make-up of the regular crew and practice race preparations. His appeal indicates that an adjustment of 6 seconds to the current base rating of -42 resulting in a new base of -36 that would enable the boat to be more competitive in the limited racing that they compete in. Mr Witham was thanked for his appearance and presentation of the appeal for Pugilist. He then left the meeting.
- After a long, detailed discussion of known comparable boats and competitors the members present unanimously to adjust the 2025 base rating of Pugilist by 3 seconds resulting in a new provisional base rating or -39.
- Ratings Review: Table of Boats to be Reviewed:
- Of the boats in the table, it was agreed that the most pressing boat was the Alerion Express 38YWL Hope which appears to have a PHRF-NB base out of line with other areas rating similar models. A quick review of their 2024 performance and the fleet make-up of the Bristol YC was confirmed their domination of their class. It was agreed that an in-depth review of race results for the past 3 years for the boat needed to be performed. The information for such a review is available from the Bristol YC and Mark Rotsky was enlisted to compile the information that would assist in a review of their performance. The boat will be placed on the March agenda.
- Results of review of the other boats on table below:

- Discussions with YRALIS Chairman, Alistair Duke, concerning a gathering of the regional PHRF groups to discuss regional common issues. – Will Museler is waiting for a reply at this time.
- Status of updates to web page: Add pervious name/ homeport, Will be added when the application is opened mid-March.
- Status of ASV Vulnerability Scan for the PCI Site Certificate. Roy Guay has received notification that PHRF-NB has passed the test scan and has a new certificate.
- New Business:
- Non-Spinnaker Adjustment – Will Museler has agreed to set up a subcommittee to review the non-spinnaker rating for non-overlapping headsails with results to be presented to full Board. Mark Nannini, Matt Smith and Todd Johnston agreed to be on the sub-committee.
- Double handed rating – The members present agreed that any decision regarding double handed sailing ratings or fleet assignment should be left to the organizing authority of a race or race series.
