III.    Approval Meeting Minutes: February 24, 2020 minutes voted to approve, seconded and voted to accept.

  1. Ratings:
  • High Energy – Diva 39:  It appears that Ed Adam’s boat is not in One Design configuration. Per discussion, a 2020 certificate application has not been received from Ed Adams for the Diva 39 and based on new information the 2020 PHRF-NB rating would be faster than 2019.
  • Vento Solare – J-109 Bill Kneller: A 2020 PHRF-NB certificate application has been received and will be processed. The 2020 rating will be identical to the 2019 rating which Bill Kneller has issues with and indicated that he will appeal a 2020 rating if the same as 2019 to US Sailing. The members present agreed that the J-109 rating is accurate based on the formulas that are in place and that any appeal by Bill should follow the normal process to US Sailing and PHRF-NB will wait for a determination by US Sailing.
  • Beneteau First 36.7 En Passant: Questions that were raised regarding extra ballast on/in the keel have been resolved. No further action is required.
  1. Old Business:
  2. a)      Status 2020 of revised software for Certification reflecting new 2020 rules – Roy Guay displayed new form with the guides that are designed to assist applicants in filling out the form correctly. Members present felt that it looked good and will be helpful. It remains at the discretion of the rating committee to review the impact of longer poles on a particular boat.
  3. b)      Increase certification fee for those that requests that have less than 14 days to need date – there may be difficulty in having the certificate program to calculate the number of days. The problem is actually the 24/72 hour requests that take extra work. A check box for expedited process could be the answer. It was noted that normal consumer requests for expedited process through vendors results in higher/additional fees. R. Horton made a motion to assess a $100.00 fee for expedited processing less than 72 hours, motion seconded and approved by members present.
  4. c)      Motion made to grant junior clubs free certifications. Members present were supported of waiving the fee. Further information is need to define junior clubs.
  5. d)      Mark Nannini indicated that he heard Ida Lewis is looking at alternatives to PHRF ratings. This will be looking into for clarification.
  6. e)      Kathy and Roy are looking into clearing up the way that boat models are reported, JBoats and Beneteaus are the boats with most variations of models.
  7. New Business:
  8. a)      2020 racing season is in flux with many early races and long distance races being cancelled.
  9. b)      Any 2020 certificate received that does not have spinnaker measurements will be calculated at the max dimensions. Directions for how to measure are available on different sites. Measuring will benefit the rating of any boat with an undersized spinnaker. Roy Guay will look into permission to put links into the PHRF-NB site.
  10. c)      Should the name of our white pages be changed was placed on the table. This will be looked at to see if a different name would define the purpose more clearly.
  11. d)      Location of April 27th 2020 meeting – members present indicated that Zoom worked well and it was agreed to hold the April meeting via Zoom.

III.    Approval Meeting Minutes: November 2019 minutes voted to approve, seconded and voted to accept.

  1. Review Meeting Minutes: Annual Meeting, January 2020 minutes had no corrections.
  2. Appeal: And She Was (Lippincott 30) rating by members of PHRF-NB – Chair Will: Museler
  3. a)      Appellants’ designated spokesperson present their position

Chip Hawkins addressed the fact that the rudder on And She Was is not a standard Lippincott 30 rudder along with the transom cut-out which is also non-standard.

Will Museler stated that he had reviewed the survey of And She Was and it showed a standard interior. Lippincott 30’s had a standard and a shoal draft keel option. And She Was has what appears to be the standard draft keel and no changes to the rig were noted.

  1. b)      Jonathan Banks owner of And She Was present his position. He stated that he purchased the boat in 2006 and has made no structural modifications to the boat. Sails and deck hardware have been updated.

Jonathan introduced Matt Smith a naval architect and regular crew on And She Was who distributed documentation to the board regarding the difference between a standard Lippincott 30 rudder and the elliptical rudder on And She Was. The elliptical rudder is close in size to the standard but is deeper than the standard production rudder.

Jonathan stated that the certificate weight was provided by the surveyor that he had hired prior to purchasing the boat. Jonathan provided documentation of correspondence correcting a difference in the listed and actual waterline length. He also provided documentation listing base ratings of Lippincott 30’s from different PHRF areas and base ratings of boats similar to the Lippincott 30. This information was very similar to what Don Kern has distributed from his research. Jonathan stated that the average crew experience on the boat was 37 years and that the main crew had sailed together since 2013 and that they performed well as a crew and team. Jonathan provided race results from when he was not on the boat as skipper which showed a drop in performance.

Jonathan stated that in 2016 And She Was won the Barrington non-spinnaker class. In 2016  And She Wasswitched to spinnaker and came in 2nd overall, in 2018 And She Was came in 2nd overall and in 2019 the And She Was was 1st overall in a small fleet of 5 boats. Jonathan stated that in 2019 they sailed better than ever. Jonathan then went on to review each of the boats that they raced against and their performance out of the Barrington series drawing attention to their performance. Jonathan also noted that his performance outside of the Barrington YC Cox series was not 1st place finishes.

  1. c)      Rebuttal by Appellants – Chip Hawkins refuted one of the claims by Jonathan regarding performance in a particular race #21 in the Cox series. He also brought to the attention of the committee that a C&C41 Artimus that races in Bristol had a 1 sec. adjustment for a replacement rudder that was also elliptical compared to the standard rudder.
  2. d)      Rebuttal by And She Was Jonathan was prepared to recap his information but the Commodore did not feel that was necessary
  3. e)      Questions of both parties by Rating Committee were limited.

What are the courses – dropped marks, windward leeward.

What particular changes to hardware were made – traveler and genoa cars, backstay is different

  1. f)       Dismissal of the parties to the appeal
  2. g)      Resolve appeal and Decision by Rating Committee. After discussion which noted the improvement in the program of And She Was and that the rudder and cut out transom was not a significant performance change based on measurements it was agreed by the members present to leave the base rating at 177 for And She Was.

Will Museler will notify the appellants and the owner of this decision.

  1. Ratings: to be suspended until opening of 2020 certificate applications

VII.    Old Business:

  1. a)      Review of the 2020 rules and acceptance vote.
  2. i)       Grandfathering new purchased spinnakers prior to 2020 – the members present voted to NOTgrandfather any spinnakers that are oversized that were purchased prior to 2020.

It was agreed that the J99S spinnaker class size will be listed as the sail we currently have for EC Helm’s J99

  1. ii)      Sailmaker certificate for all new mains spinnakers. Jibs LP only. The members present agreed and voted to ask all certificate holders to provide a sailmaker letter/certificate on the size of ANY NEW sails added to a boat’s inventory after 2019.

iii)     Positive adjustment to Table B for J109. The members present agreed that no adjustment will be made in regard to Bill Kneller’s request and he will so be informed.

VIII.    NEW BUSINESS:

  1. a)      2020 certificate fee reduction – the members present voted and agreed to leave the current fee of $50.00 in place for 2020 certificates. Reasoning being that unknown costs for system software support are always lurking and that our number of certificate applicants has trended down over the past few years.
  2. b)      Multiple certificates for the same boat fee – the members present voted to leave the fee for multiple certificates at $50.00 per certificate.
  3. c)      Increase certification fee for those that request that have less than 14 days to need date. No action was taken. This will be carried forward to March.
  4. d)      Put multiple certs in shopping cart with payment at end of registration. This will be reviewed with our programmer.
  5. e)      The certificate information for the Diva 39 has been questioned and Will Museler has sent 2 emails to Ed Adams requesting clarification of measurements. Based on the review of other certificates for the DIVA 39 and comparing to the standard Diva 39 a new base rating of 96 would be applied. It appears that Ed Adam’s boat is not in One Design configuration.
  6. f)       Location of March 30th will be Bristol YC at 6:30pm.

• Motion to approve the minutes from the previous annual meeting of January 2019 which had been distributed via email were seconded and approved.

• Treasurers Report PHRF-MB experience a small positive increase in the balance sheet. Significant was the number of certificates issued in 2019, 429 compared to 2018 458, a decrease of 29 certificates, however both were higher than the 2017 low of 424 certificates. Treasures report was made available in printed form. The website expenses have been paid in full pending any database changes for 2020. Question from the floor regarding 2020 certificate fee and if there will be a decrease, increase, match to 2019 of changes for multiple certificates for the same boat. The board noted that a decision on certificate fees will be made at the February meeting.

2020 PHRF-NB slate of officers

Don Kern was presented as the incoming Commodore for 2020.

Rating Chairman, Will Museler; Treasurer, Bob Horton; board members remain the same with Mark Nannini serving as a board member in 2020.

No nominations submitted from the floor. A motion was made, seconded to approve the slate of officers as presented, passed.

• NEW BUSINESS

Rating Chairman Will Museler presented the changes for 2020. A significant change is to align the PHRF-NB sail area calculations to equal other rating systems. Part of this change was to make new and used sails that are smaller than max impact the ratings in a positive manner.

Measurements of/for sails will not change. Square footage is not a field that is required or needed on the certificates.

Sailmaker certificates are not required to be submitted as we are still using the honor system.

Bill Kneller had request a copy of the certificate base which was provided by Roy Guay. Bill indicated that full data was missing on certain boats. Asking for mid-girth measurement is new. Bill noted that not all boats provide the same or all measurements. It was suggested to ask for measurements on all new sails. The response was that the rig measurements on the certificate allow for needed calculations. It was noted that jibs are rated by overlap, spinnakers and mains by rig measurements.

Bill Kneller noted that most boats are using Headsails table A when they should have used table B. Only 31 boats used table B and these were mostly J109 & J105’s. He also noted that non-spinnaker ratings are consistently ok. He stated and will provide discrepancies for some spinnaker ratings. PHRF-NB noted there some discrepancies in the database that go back a number of years for various reasons and as they are found they are corrected.

Bill will submit his analysis electronically as well as the paper form presented at the meeting.

Calculations for a symmetrical spinnaker boat going to A-symmetrical or carrying both spinnakers have been updated. Paul Grimes noted large oversized spinnakers will take a bigger penalty going forward. If either of the spinnakers are oversized a penalty will be applied based on the oversized sail. Cruising spinnakers will benefit if they are smaller than max. There are some certificate holders who purchased new spinnakers that are calculated as oversized and will be assessed a penalty. Discussion as to grandfathering new purchases that were prior to changes can be made. This will be discussed at the February

meeting. Also discussed was if PHRF-NB could/should require a sailmaker certificate for all new mains / spinnakers and LP for headsaills.

Members present asked if the web site shopping cart could be set up so that payment is due at the end of registration rather than up front. Roy Guay will have the programmer look at this. Also asked if multiple certificate holders could get a discount. This will also be reviewed at the February meeting as previously stated. The target date for opening the registration window is March 2020.

It was noted for those present that the changes for 2020 had been sent to various sailmakers and J Boats for review as well as some noted highly qualified competitors.

Bill Kneller questioned the rating for the J109 again and stated that with the information that he has documented and presented that he would like to see a positive adjustment to the J109 rating. Bill stated that he was acting as a spokesperson for the Narragansett Bay J109 owners. This was followed by a discussion of the time period it would take for US Sailing – PHRF Hearing Committee to hear a rating appeal. This will be reviewed and discussed at the February meeting.

New Business

Discussion of A-symmetrical and symmetrical spinnaker sails

Discussion of large roach headsails and if the headsail table was realistic below 150%

A question surfaced on the length of a sprit changing the design/shape of a headsail while holding the total area the same. No consensus was reached on the effect on performance. A further review with sailmakers was suggested to get more input.

Ratings

Review of the 2019 Rating appeals and provisional ratings from the October meeting was continued.

  • The Diva 39, High Energy owned by Ed Adams was noted to have 2 years of J dimensions which varied. The rating in Bermuda was 87 and research found that Bermuda used New England ratings. Race results indicate that Ed Adams statements of performance in other than certain conditions was not as accurate as presented. ORC ratings for boats with measurements close to a DIVA 39 convert to .87 in OCR. A letter will be prepared to be sent to Ed Adams requesting clarification on the J dimension and asking for 3 years of race results.
  • The Beneteau Sense 50 SD, owned by Carl Metz had additional information obtained. This boat has an undersized spinnaker. The deep keel version of this boat is base rated 81 by SOCAL. Current PHRF-NB base is 60 the members present agreed to a new base of 68 and with adjustments the sailing rating will be 74.
  • The Quest 33S, Cepheus, owned by Philip Haydon has an ORR certificate and is sailing at 87. New adjustments will bring the adjusted to 95.
  • Other boats identified for further review were

o   Beneteau Figaro 3 which we don’t have enough data or race results to form an accurate position on.

o   Hinckley Bermuda 40-3 which we have requested a response from the owner regarding the draft of the boat.

 

  • OLD BUSINESS

Draft 10 of the PHRF-NB Regulation document for the year 2020 which had been sent out via email was reviewed in detail and no further changes were identified. These changes will be updated in the document and sent out via email for final approval by the board members.

NEW BUSINESS

Location for Annual Meeting will be at Newport Yacht Club. The date for the Annual Meeting is Wednesday, January 29, 2020 6:30pm.

A slate of officers for 2020 will be finalized for the meeting meeting.

Review of the 2019 Rating appeals and provisional ratings

The list of boats that were presented to the board via appeals or initial certificate request in 2019 was distributed via email prior to the meeting for review at this meeting. The committee discussed each of the boats on the list to determine if further review should be initiated. Three boats were identified as worthy of additional consideration;

  • The Diva 39 High Energy owned by Ed Adams
  • The Quest 33S, Cepheus owned by Philip Haydon
  • The Beneteau Sense 50 SD owned by Carl Metz

OLD BUSINESS

The draft of the PHRF-NB Regulation document for the year 2020 which had been sent out via email was reviewed in detail and more changes were identified. These changes will be updated in the document and sent out via email for final approval by the board members.

NEW BUSINESS

Location for November meeting will be suggested to be at Newport Yacht Club. The date for the meeting is November 18, 2019 6:30pm.

The location for the 2020 annual meeting will be at the Newport Yacht Club on either January 28th or 29th

Commodore Mark Nannini indicated that due to work commitments that he will not be able to serve as Commodore in 2020.

  • Motion to approve the minutes from the previous meeting of August 26, 2019 which had been distributed via email were seconded and approved.
  • Correction to the July 22, 2019 minutes. Ken Madeiro’s name misspelled in the list of attendees.

Rating Appeal

Certificate 14404 – Cameron Lewis, Elliot 6.5, current base rating 132. Mr. Lewis stated that this rating has been assigned for the past few years and he feels that is not correct in that it is rating the boat faster than it can perform. He races with Wickford against aJ70, J80 and J100 and finds that he is not competitive with the current rating. The keel on the boat was damaged at one point and the boat was repaired by pulling the keel and replacing and fairing. Current sail inventory is old, main 9 years, spinnaker 3 tears, boat carries a large A sail, jib is ok. Boats races with a crew of 3 experienced sailors. Mr. Lewis stated that he normally wins the starts but is slightly slower upwind and can stay in touch with the fleet over the course of the races that run 4 or 5 miles. He stated that the boat compares to an Ultimate 20. It has no backstay. He stated that when he originally applied for a rating he spoke with Pat Beausoleil there was little information available on this particular model and that the original 132 rating was agreed on.

Mr. Lewis was thanked for his presentation and was informed that a decision should be rendered within a week.

Randy Shore will speak to competitors of Mr. Lewis to confirm performance.

OLD BUSINESS

Will Museler provided more detailed documentation on the possible adjustments for symmetrical and asymmetrical spinnakers for review and discussion.

It was noted that light displacement boats that reach well and use oversized chutes could get a possible bump up in their ratings.

Existing standard A-sails and Symmetrical spinnaker ratings would not be affected but outliers and custom boats could see a possible adjustment to their current ratings.

New boats applying for a PHRF-NB certificate that have an existing certificate from another area should/must provide the size of their spinnakers for calculations.

Question surfaced if this was pointing the committee to look at and review mainsail size.

NEW BUSINESS

Updates for review of changes for the 2020 PHRF-NB Regulations have been distributed for comment.

2019 Provisional ratings and appealed ratings should be reviewed at the November meeting. Kathy will be requested to compile this information.

Location for October meeting was suggested to be the Quantum sail Loft in East Greenwich or the East Greenwich Yacht Club. The date for the meeting is October 28, 2019 6:30pm

RATINGS

Certificate 14356 – Frolic, Alfrede Luders design, Luders Navy 44 model, manufactured in 1966 by Uniflite, Bill Doyle owner. The application indicates that no modifications have been made to the boat. Both Randy Shore and Will Museler have sailed on this boat. Applicant is submitting rating with 110% headsail even though this boat is designed to carry a large headsail. After review and discussion the board members present agreed on a provisional base rating of 141 with applicable adjustments to be applied.

Certificate 14359 – Araminta, design of L. Francis Herreshoff, manufactured in 1954, Thomas Farrell owner. The application indicates that no modifications have been made to the boat. Other ratings that were found were Eastern Li 177, NE 201, Northern Cal 186, Lake Erie 189. After review and discussion the board members present agreed on a provisional base rating of 189 with applicable adjustments to be applied.

Certificate 14315 – Echo, Jeppesen, traditional Maine sloop design, Frienship Sloop model, manufactured 1965 by Oisten Lee Nielsen, George Hagerty owner, this is a gaff cutter, 5200 lbs. displacement on a 19 foot waterline. After review and discussion the board members present agreed on a provisional base rating of 291 with applicable adjustments to be applied.

Certificate 13723 – C’est Bon, Berret Racoupeau design, Benateau Sense 50 SD model, manufactured 2011, by Beneteau, Carl Metz owner. This is a shoal draft boat drawing 6.92 with a displacement of 33,710 lbs. on a 46.08 waterline. Previously rated in 2018 with a base of 60 sailing 76 at spinnaker and 96 at non-spinnaker. There have been additional adjustments reported by the owner. The boat has an EZ rating under Orc at .900. After review and discussion the board members present agreed to leave the base at 60 and apply the applicable adjustments

  • Motion to approve the minutes from the previous meeting of June 17, 2019 which had been distributed via email were seconded and approved.

RATINGS

Certificate 14273 – Costal Cru, Finot-Cong design, Beneteau  Oceanis 38.1 model, manufactured in 2018, Brian Bredvik owner. The application indicates that no modifications have been made to the boat. In reviewing this model it was determined that this is in fact a different design from other Beneteaus that may have a 381 or similar designation.  After review and discussion the board members present agreed on a provisional base rating of 141 with applicable adjustments to be applied.

Certificate 14295 – Luna, Spirit 47Cr, manufactured in 2016, Alessandro Pagani owner. The application indicates that no modifications have been made to the boat. Other ratings that were provided were ORR. After review of the ORR for this model and discussion the board members present agreed on a provisional base rating of 99 with applicable adjustments to be applied.

Certificate 14315 – Querencia, Jeppesen design, X yachts X4.3 model, manufactured 2018,  Francis X. McGowan owner, pictures of the boat and description indicate outboard shrouds. No addition rating certificates were indicated. The draft on this boat is 8.17 which will be considered the standard draft in PHRF-NB, 2 other drafts are also indicated by the manufacturer. After review and discussion the board members present agreed on a provisional base rating of 30 with applicable adjustments to be applied.

Certificate 14317 – PREVAIL – Tripp design, Hodgdon builder, Tripp custom 65 model, manufactured 2009, Dudley Johnson owner, the boat has carbon fiber spar, boom, spreaders, pole and rod rigging, PHRF-NE has the boat rated at -72. The boat had been for sale through MMA. After review and discussion the board members present agreed on a provisional base rating of -75 with applicable adjustments to be applied.

Certificate 14338 – Raven Lunatic, Cape Cod Shipbuilding manufacturer, Raven 24ODR model, manufactured 1957, Block Island Community Sailing owner, other PHRF certificates are Chesapeake Bay 2009 rating 204, After review and discussion the board members present agreed on a provisional base rating of 129 with applicable adjustments to be applied.

Certificate 14331 – The Hawk, Tripp design One Ton model, built in 1969, rebuilt in 2019 by Brooklin Boatyard, Oivind Lorentzen owner. Other rating CRF 26.91. This boat was issued a provisional certificate by Mark and Will ahead of this meeting so they could race in NYYC 175th Regatta. The boat is wood and was fully restored at Brooklin Boatyard. After review and discussion the board members present agreed that the provisional base rating of 114 with applicable adjustments applied be allowed to stand for 2019.

Certificate 14333 – Karinosa, J30 manufactured 1982, requested that the adjustment for the ODR pole which is oversized be eliminated in the non-spinnaker rating as his headsail is a 118%. He uses a whisker pole of 10 feet when sailing non-spinnaker. After review and discussion the board members present agreed on a provisional base rating of 179 for non-spinnaker allowing the spinnaker pole/whisker pole change to be accounted for.

OLD BUSINESS

This discussion was continued as mark had received an inquiry regarding using small/undersized spinnakers and if they should have a rating adjustment similar to genoa/jibs that are less than the maximum allowed. Some new racers start out with smaller spinnakers as a way to learn handling and crew training. Currently we do not provide an adjustment for smaller spinnakers but do penalize oversized. There will be more discussion and documentation prior to any action on this possible change

NEW BUSINESS

Should PHRF-NB require/request ORC club certificates on boats that are classified as race designs? Discussion to be continued.

Should PHRF-NB have individual tables for oversized A-sym spinnakers and symmetrical spinnakers that would be provided to applicants to assist in their spinnaker design and purchase.

Location for August meeting was agreed to be the Newport Yacht Club. The date for the meeting is August 26, 2019 6:30pm

Prior to the start of the meeting Mark Nannini reported that he had sort and obtained legal opinion regarding board members participating in appeal discussions and voting on the disposition of appeals. The opinion obtained is that a board member can participate in normal rating assignments even if a board member races again a boat looking to obtain a rating in the normal course of filing.

In an appeal of a rating if a board member is the owner of a boat being appealed, crews on said boat, or sails on it they cannot be present in the room when the vote on the appeal is taken.

An additional point regarding a rating appeal by an owner or interested party is that PHRF-NE requires a certain number of windward leeward races to have been score for the boat in question before an appeal can be reviewed by the board. PHRF-NB does not have a specific number of races or type of race as a criteria for a rating appeal. This will be reviewed and presented to the committee.

APPEALS

Diva 39 High Energy  rating appeal by Peter Johnstone

Certificate 13786 – High Energy, Diva 39, Ed Adams, owner.

Peter Johnstone owner of Honey, Alerion 33, certificate #13838 submitted a written appeal of the rating for the boat High Energy with documentation to support his appeal of the base rating of 102 for High Energy which sails at 114 Spinnaker and 131non-spinnaker. Peter Johnstone was not able to attend the appeal hearing as he was out of town on business.

Ed Adams owner of High Energy appeared before the board and provided extensive documentation regarding High Energy and the preparation of the boat, the level of skill sets and background of crew. His main points were that High Energy has been maximized for the normal conditions the boat races in and that any PHRF-NB adjustments that benefit the rating have been applied. He also question the information that Peter Johnstone had provided citing cherry picking of results to prove his assertion that High Energy should be rated faster. Ed Adams was accompanied by Mark Hassell who also owns a Diva 39 and testified regarding his boat’s performance in comparison to High Energy.

Ed and Mark were thanked for their testimony and documentation and left the meeting. The board discussed the performance of the boat High Energy as many board members were quite familiar with it having sailed on it or competed against the boat and also against Ed Adams when he owned a Laser 28. The board agreed that the boat was prepared at the highest level, sailed with great skill and intensity and the rating was maximized for the conditions it normally raced in.

Prior to the vote of the board Moose McClintock recused himself from the vote and left the room while the vote took place. The board voted to leave the current base rating of 102 in place based on the information provided and the knowledge of the board members. Peter Johnstone and Ed Adams will be notified of the board’s decision.

 

RATINGS

Additional information was received from Jeff Johnstone via email in relation to the J99. Moose McClintock provided some insight on the boats general performance. Continue review of the boat at various venues will help verify the provisional rating.

 

Certificate 14144 – ACADIA, Frers design, Lyman Morse manufacturer, manufactured in 1984, cruising racing cat ketch, Burt Henry Keenan owner. The owner has provided previous year ratings from PHRF-NE when the boat was racing in Maine. The application indicates that no modifications have been made to the boat. After review and discussion the board members present agreed on a provisional base rating of 120 with applicable adjustments to be applied

Certificate – 14245 – Kyrenia (name change to Ardent pending), Beneteau Oceanis 41, manufactured in 2013, Curt Miller owner. The application indicates that no modifications have been made to the boat. After review of photos of this model and discussion the board members present agreed on a provisional base rating of 120 with applicable adjustments to be applied

APPEALS

Catalina 30bs rating appeal

Certificate 13906 – Little Star, Catalina 30bs, Joe Lamora owner. Mr Lamora was a member of the PHRF-NB board at one time. Joe presented a substantial amount of documentation regarding the various configurations of Catalina 30s from across the country. Specifically as he saw it from areas with wind strength similar to Mount Hope Bay.  Although there were large numbers of Catalina 30s built few show up as being raced. His request is that his rating which had a base change and adjustments changed for 2018 be returned to the base of 2017 which was 183. A very thorough review of the documents that had been presented to support his appeal took place. It was agreed by all present that the adjustments were appropriate and correct. That left the committee with deciding whether the base was or could be incorrect. Again more review was done and a vote was taken supporting the current base of 186. Bob Horton excused himself from the vote as he is the race committee chairman of the club that Little Star races in and is a direct competitor of Little Star.

 

RATINGS

Certificate 13799 – Outlier, Botin 55, manufactured in 2019, Harvey Jones owner. This is a carry-over from April. The location of the chain plates was in question as the pictures available show them to be outboard. Also questioned was the #2 headsail which was listed as a 130%. The needed additional information, specifically the midgirth of the #2 headsail to arrive at a base rating for this custom design has not been obtained so the rating will be held until that is available. It was agreed by the members present that a provisional base rating of -48 would be adjusted if necessary by the information requested when received. (After this meeting the information requested was received and the base rating was agreed via email to be -36).

Certificate 13881 – Endless Summer, Elan Impression 434, manufactured in 2007, Robert Brooks Owner. Regression calculated by Will Museler comes in at 85. Various comparison boats were reviewed to come up with a base rating. After discussion the members present agreed on a provisional base rating of 93 with applicable adjustments to be applied.

Certificate 14019 – Jeanneau 410 Performance name is same as model, manufactured in 2019, appears to be hull #1, certificate requested by Michael Coe who works at Jeanneau. This is a new boat with characteristics similar to other rated boats. It carries the beam well aft, chainplates are outboard. Largest headsail being registered is a 104%.  After discussion the members present agreed on a provisional base rating of 93 with applicable adjustments to be applied.

Certificate 14107 – Moonglade, Jeanneau Sun Odyssey 419, manufactured 2018, Todd Murphy owner. The boat has other ratings from LIS and NE which rates the boat at 87.  It was determined that certain comments and information are only visible to 4 members of the committee in the edit section.  A change to the program will be requested to bring any hidden information to the comment section. After discussion the members present agreed on a provisional base rating of 81 with applicable adjustments to be applied. Those include +6 for the main, +3 for the furler, -3 for the sprit, +12 for the headsail, -3 for ISP.

Certificate 13912 – Diana, Helsinki 35, manufactured 1977, Spencer Fulweiler owner. This is a standard boat with no modifications sailing with a 100% jib and no spinnakers listed. After discussion the members present agreed on a provisional base rating of 135 with applicable adjustments to be applied.

Certificate 14045 – Audacious, Pearson Flyer, manufactured 1981, owners George Lima and Ken Madeiro. Submitted a rudder modification for review. Ken explained the center of effort was moved forward and that the overall shape and design was maintained. He also explained the process to design and manufacture the new rudder. There is a 50 pound reduction in weight for the modification. After discussion the members present agreed that no adjustment was required to the existing ratings.

 OLD BUSINESS

Under girth Spinnakers – Pogo 12.5 has two spinnakers that are below the 75% mid-girth to foot requirement. A formal policy for an appropriate adjustment for these sails has been drafted by Will Museler and submitted to the members for review. The feeling is that we will see more of these either from the manufactures or boats looking for a potential rating advantage and should be proactive in addressing these sails. A tentative adjustment for Pogo was agree to be -8 seconds for their sail.

NEW BUSINESS

Location for June meeting was agreed to be the Doyle Sail Loft or EG Yacht Club. The date for the meeting was changed to June 17th.
