Called to order at 6:30pm

  • Motion to approve the minutes from the previous meeting of February 25, 2019 were seconded and approved.

APPEALS

Swan 42 rating appeal

Certificate 13743 – The Cat Came Back, Swan 42, W. Lincoln Mossop III owner, represented by Skip Mattos. Mr Mattos is a former PHRF-NB board member and currently manages this boat for the owner. The 2018 base rating was -6. The condition and preparation of the boat along with the results of races from 2018 was introduced by Skip. He stated that with the newer boats they are competing against that the -6 rating made them less competitive. Skip’s feeling is that the boat should have a base rating of 0. This boat has an IRC rating of 1.166, an ORC rating of .8401 and a GPH of 544.6. Subsequent to his testimony the members present, many who are quite familiar with the boat expressed their position on the skills and quality of sailing that this boat has demonstrated. It was agreed that this boat is well prepared to maximize its potential. After review and discussion 2 votes were taken and the members agreed on a new base rating of -3 that will be reviewed at the end of the 2019 season.

RATINGS

Certificate 13596 – La Deforce, Beneteau Figaro 3 model, manufactured in 2018, Laurent Givry owner, newest of the Figaro models. This was a holdover from March while additional information was obtained. Based on the additional information and comparison to the previous models the members present agreed to a provisional base rating of 24.

Certificate 13671 – Cepheus, Quest 33S, manufactured 2002, Roger Martin designer, Holby Marine manufacturer, Philip Haydon new owner. This boat was rated by PHRF-NB in the past for the previous owner Matthew Asaro at a base of 93. Various information was collected on the boat which is basically a custom design. The information collected and the previous validated performance of the design lead to a long discussion about the other Quest models. ORC has this boat rated at1.041 which would equate to a PHRF base of 67. Review of outboard shrouds and appropriate credits for the design were included in the review. It was agreed by the members present that the previous rating was quite lenient and that the appropriate base rating should be XXXX. Due to the significant reduction of the base Will Museler will contact the new owner Philip Hayden to explain the new ratings which will be provisional.

Certificate 13712 – Tiger, Nautor, Swan 46, MKII model, manufactured in 1991, Thomas Armstrong Grieb owner. This is a holdover from March . Last month it was determined that the draft reported on the certificate did not agree with the standard boat. The owner was contacted and the draft was confirmed to meet the standard boat dimensions. Committee members present agreed to a provisional rating of 60.

Certificate 13799 – Outlier, Botin 55, manufactured in 2019, Harvey Jones owner. The location of the chain plates was question as the pictures available show them to be outboard. Also questioned was the #2 headsail which was listed as a 130%. It was agreed by the members present that we need additional information to arrive at a base rating for this custom design. Moved to hold until next meeting when requested information is provided/obtained.

Certificate  13838 – Honey, Alerion Express 33, manufactured in 2019, Peter Johnstone owner. This is not a standard boat and was modified to the owner/designers specifications. It has a large square top main which also has an oversized girth, the I is increased, the J decreased the P decreased and the E decreased compared to a standard model. PHRF-NE has rated the boat 120 base for 2019. Charleston Ocean Racing Association rated this boat at 120 base for 2019. After discussion by members present it was agreed to assign a provisional base rating of 111.

  • Under girth Spinnakers – Pogo 12.5 has two spinnakers that are below the 75% mid-girth to foot requirement. We need to discuss a formal policy for an appropriate adjustment for these sails.

  • Motion to approve the minutes from the previous meeting of February 25, 2019 were seconded and approved.

Rating Appeals:

Dufour 36P rating appeal

Certificate       – Serenity, Dufour 36P, Curt Spaulding owner/appellant. Curt Spauling waved the right to be present at the appeal hearing, this was accepted by the members present. Serenity sails in the Wednesday Night series at Rhode Island Yacht Club. Basically, his contention is that the Dufour 36P which carried a Cheasapeak Bay base rating of 84 for 5 years is rated at a base of 72 in PHRF-NB. His main competition and comparison boat is a J109 racing against him. Curt provided various race results to demonstrate the competitive difference. A long discussion took place regarding the design of the boat and that by design the Dufour 36P is going to be slow upwind in light air due to the wetted surface associated with the design of her stern. As the wind picks up the difference in performance to the J109 is reduced.  Concern was stated that with only 1 year of experience for the skipper and crew on this boat performance could be projected to improve after more time on the water and racing. After reviewing the design and comparing the critical measurements to the similarly rated boats the committee members present agreed to a 2019 provisional base rating of 78 and would require that race results from 2019 be provided to the PHRF-NB committee for evaluation of this change.

OLD BUSINESS:

New Certificate Requests:

Certificate 13596 – La Deforce, Beneteau Figaro 3 model, manufactured in 2018, Laurent Givry owner, newest of the Figaro models. This is a boat designed for off wind  It is equipped with foils, a better performing ballast-free hull, a more slender and deeper keel, a setback mast and a more extensive and larger sail plan than previous models. Sail area is 594 upwind and 1,491 off wind. SA/dis of model 2 is 31 SA/dis of model 3 is 26.  Committee members present agreed to a hold off on a rating until next month while clarification of some data is asked for.

Certificate 13588 – Yeah Baby, Catalina 380 WK TM model, manufactured in 2000, Craig Smith owner – this boat carries a taller mast than the 380 WK which has a base rating of 126. After reviewing the design and comparing the critical measurements to the standard boats the committee members present agreed to a provisional base rating of 120 and the standard 380 WK should be adjusted to 129.

Certificate 13667 – Starling, Columbia Sabre model, manufactured in 1965, Evan Ide owner, this is a standard design based on the hull of the Int. 5.5meter class. NE has similar boats rated 201 and YRALIS has the boat at 180. After review and discussion committee members present agreed to a provisional base rating of 201.

Certificate 13695 – II Tender, Finot-cong architectes, (Pogo) model, manufactured in 2018, Robert Hamilton Kelly owner – This is a Class 40 with small adjustments to the Class 40 rules, the boat is sailing with a 107% headsail. After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of 6.

Certificate 13712 – Tiger, Nautor, Swan 46 MKII model, manufactured in 1991, Thomas Armstrong Grieb owner. This is the same as a Swan 46 which carries a national average of 59. Committee members present agreed to a hold off on a rating until next month while clarification of some data regarding draft is received.

Certificate 13689 – Nibbet, Herreshoff, Watch Hill 15 model, manufactured in 1950, Steve Kloeblen owner. There are various manufactures/models of the same basic design. Compared to an S Boat which rates 203 this boat should rate slower. After review and discussion committee members present agreed to a provisional base rating of 240.

Certificate 13697 – Gryphon, Morris Yachts, Morris Justine model, manufactured in 1993, Walter Rush owner. This boat conforms to standard measurements except for the reported shoal draft. After review and discussion committee members present agreed to a provisional base rating of 159 and that all applicable adjustments be applied

Certificate 13663 – Ella Lee, Hinckley, Hinckley Bermuda 40-3 model, manufactured in 1985, Edward Stroh owner. This is a sloop and conforms to standard measurements except for the reported draft. When draft is confirmed as standard committee members present agreed to a provisional base rating of 153. If draft is as reported standard adjustments will be applied.

  • Commodore Nannini explained the cost containment established for the annual dinner meeting
  • Minutes of the November board meeting seconded and approved.
  • A rating appeal has been received on 2018 certificate #13286 a Dufour 36P, Serenity, owner Curt Spalding. Details and formal appeal will be distributed for the March 2019 meeting.
  • The 2019 PHRF-NB on-line certificate registration system is available to be accessed for new registrations
  • Will Museler distributed and explained options for a non-spinnaker modification formula. Three (3) options were presented, GPH, CR8 and CR12. GPH is the most generous in giving credit to boats with less than a 118% overlap, CR8 does not make any significant difference and CR12 is the middle of the road. This subject is being advanced to be pro-active for the new types of boat that are being built with non-overlapping headsails that are more cruiser than racer.  A discussion followed with no decision on the action that we may want to apply. Further review and information will take place next month.

  • Minutes of the 2018 PHRF-NB annual meeting seconded and approved.
  • Treasurers report

               2017 was previously reported as a loss due to the expenses of the new software purchase and install.

               2018 shows income greater than expense

               The 2018 new and renewed certificates were 458 which is great than 2017.

  • Commodore Nannini presented items under discussion for 2019 – reviewing base standard adjustments and the time since these were last reviewed.
  • Rating Chairman Museler has been in contact with Jim Teeters regarding VPP

The committee is reviewing non-overlapping headsails to create a more accurate adjustment, 118% nd above are not being changed but less than 118% may see an additional adjustment.

The committee is not looking at creating additional expense for boaters by requiring or encouraging boats to be measured.

If VPP formula would be used, a common formula would be desirable to make it easy and clear when used.

It appears that the current formula is fairly accurate for older boats with high aspect rigs.

Cost to obtain a VPP on every boat is an issue to be discussed by the committee.

  • Attendee comment was to keep ratings as broad based as possible and ratings work or may not work per race and course and other various inputs or situations and VPP may not be the golden answer we all desire.
  • Secretary Horton noted that no certificate holders filed complaints about their rating being too slow but the committee did hear from certificate holders that their boats were rated to fast.
  • Course type of ratings was discussed. PHRF NORCAL has been identified as using Distance Ratings, but was not applicable to our type of sailing. Issuing a second rating for random course races has been reviewed and only PHRF SCAL and Chesapeake Bay current offer this type of a rating. PHRF-NB would look to organizations such as Twenty Hundred Club and Prince Henry the Navigator as potential users.
  • Attendee comment that boats get multiple ratings that may be used for a particular race when conditions or crew favor one rating over another and issuing multiple ratings for one certificate would help such boats that race in single handed or double handed races and use smaller sails than their certificate reflects.
  • Genoa table A adjustments will go to a 118% sail instead of the current 135%. Rating Chairman will review manufacturer information on new boats for base sails.
  • Issues that will be reviewed for 2020 include; displacement that may be presented if a boat is weighed and the committee has a level of confidence in the manner in which the displacement was obtained. Current standard adjustments would be applied if necessary.
  • Reporting of rule or configuration issues was discussed and the committee is active in addressing both formal and informal reports of unreported changes or adherence to measurement rules and adjustments.
  • Attendee comment that the new web site is a significant improvement over the old system.
  • Attendee question, MASS Bay has moved to ORR EZ is PHRF-NB looking at doing this. Not at this time was the response. Commodore of NB stated most fleets prefer PHRF. North Shore has not moved to ORR EZ but South Shore has moved. They have not seen any decline in certificate registrations for most regattas. A rating appeal cost $200.00 in this environment.
  • Discussion of US Sailing offering to take over responsibility for issuing and maintain rating certificates was reviewed. PHRF-NB is not moving in that direction.
  • Attendee comment that they had a problem with the web site. This was taken off line.

Meeting turned over to Will Museler, Rating Chairman

Will provided a genoa delta spreadsheet which compared changes in genoa size and impact on rating adjustments. This information could be used to replace current table A base rating 150% – 155%. This would cause the spinnaker and non-spinnnaker adjustments to match.

A question as to whether rounding is either up or down along with should a new table go lower than 105%. Should table B be flipped to match table A?

Motion made and seconded to make/move 118% to 12 sec and passed.

Following information was provided via Jim Tetters

Rating difference with or without spinnakers

               GPH is average circular adjustment between spinnaker and non-spinnaker

His table is a tool that can be loaded for any boat.

Question of where/how would we determine a boat that this should be applied to?

  • A random course leg rating sheet was discussed. There would be a need to have real sail area included for a rating.
  • Discussion continued regarding Graves Constellation performance.

Moose who has race in SIRA against the Graves stated that Vela outpoints all other competitors. No action taken on rating, original adjustment was offset by new roller furler.  Bob Horton to provide more performance data on Graves to Will.

  • A new IC37 will probably be requesting a 2019 certificate and we should be ready to rate it.
  • A review of the rating for the Blue Jacket 40 may be in order based on information on performance and design.
  • Should the committee issue credits for all quantifiable items a boat may add/include during racing?

Moose McClintock was welcomed to the group. Moose owns an S2 7.9 , Two Dogs, which he actively campaigns.

Old Business:

Information has been obtain that shows Chesapeake Bay PHRF calculates 2 ratings per boat and that NoCal calculates 4 ratings per boat.

The board members present discussed providing ratings for varying wind strength.

*It was noted that Time on Time is an option to multiple ratings.

*Race committee involvement must allow for a user friendly system.

*Multiple ratings if made available from PHRF-NB would not force a race committee to use them.

*PHRF-NB should be looking at innovation that would encourage and increase participation.

*Update on US Sailing providing data is that they suddenly have become less responsive to inquiries. If you join ORC you       can obtain data and run analysis of various boats as Will has done.

*The board should look at the non-spinnaker adjustments that PHRF-NB assigns for the non-spinnaker ratings. A review of the adjustment from a 155% genoa to the drop down to 105% or a blade on boat that were designed to carry small headsails but may have large mains.

*Current standard adjustments to PHRF-NB ratings should be reviewed to confirm that they accurately reflect true performance.

*Paul Cronin will work with Will to look at VPP for various boats.

*NE-PHRF rating comparisons to PHRF-NB have normally taken into account difference in wind speed for the areas covered. It was noted that Mass Bay uses ORR-EZ.

*The list of 2018 appeals and provisional ratings that the Rating Committee approved was provided and the board members were asked to look over the information to see if there are any standouts that we may have been harsh or lenient on and should be revisited.

*One Design descriptions for the class per Paul Grimes email should be considered as part of the rating assignment.

*A list of survey questions was discussed and if they should go out to the general membership or to the race committee chairs of the various clubs on the bay.

Vin McAteer was welcomed to the group. Vin owns a Summit 35, Divided Sky which he actively campaigns.

New Certificate Requests:

Old Business:

*The idea/discussion of promoting a measurement day for spinnakers was renewed.

Thoughts were will there be a cost to the boat owner or could it be done at no cost.  Craig Nann volunteered to contact all of the local sail lofts to see if they would be interested in participating. The board members of PHRF-NB could be enlisted to assist in the measuring.

Paul Cronin and Todd Johnston are willing to make a video for the PHRF website showing how to measure mainsails, genoas, asymmetrical and symmetrical as well as code 0 sails at the Doyle loft.

*Clarifying articulating pole definitions is to be looked at to see if changes to the description is needed.

*As the local sailing season wind down the changes to adjustments/penalties on genoas was discussed to see if there was any pushback from certificate holders.  The changes seem to have been reluctantly accepted by those affected as making sense.   US sailing is updating a survey on non-overlapping headsails

*Will attempted to contact PHRF SOCAL regarding multiple ratings based on conditions but did not receive any response. He contacted Jim Antrim at NORCAL. The information Jim provided was for offshore and windward leeward courses which would not be useful to PHRF-NB. Further discussion on ratings for wind and course types continued with no consensus on what could easily be implemented and how it would be used by race committees.

*Having a Weight Day for owners interested was discussed. The proper way to weigh a boat was discussed. The potential impact on ratings if significant variations were identified was also discussed.

*Thoughts were tossed out regarding a system that could replace PHRF – or is PHRF the entry level rating system and as boat programs become more successful and invested do they move up to more complex and detailed as well as expensive rating program

*The diversity of ratings particularly for new boats and the advances in composites and sail technology has an impact on the rating spreads between new and older boats.

*The issue of sportsmanship and self-policing was discussed as everyone has a story about a boat that is felt to be out of compliance with the spirit of PHRF but rating appeals are considered in bad taste by competitors.

New Business:

*Annual Budget:

Question as to when annual filings with the State of RI are due. A new personal PIN is need for the State of RI access.

No current filings are due.

Any changes to the website might result in a cost that needs to be budgeted

How far back does the board want to input old data/information to the website?

*Information/detail for above or below deck furlers needs to be added to the certificates

*Clarifying information on adjustments for spinnaker poles and whisker poles should be added to instructions.

*A draft of a questionnaire prepared by Mark Nannini to send to certificate holders was reviewed

*Annual Meeting need date and agenda and place

New Certificate Requests:

Certificate 13477 – Luna, Friendship Yacht Co, Friendship 75 model, built 2010, Joe Cleverdon owner, Looking to race the boat in the 2018 Around The Island Race. Only headsail listed is a 109% and only a Code 0 listed. There was a long discussion regarding whether this Code 0 should be rated a headsail or a spinnaker. This has been a discussion topic and more boats are coming before the committee with code 0 sails. The discussion around this boat was based on the type of race course that would complement the boat and it was agreed that long legs would probably be where it would potentially sail to its rating.  Committee members present agreed to a provisional base rating of -12.

Certificate 13532 – Alba, German Frers, Dawn 48 model, built 1985, Peter Rosati owner, no spinnakers listed for this boat. Based on other PHRF sites and comparable boats committee members present agreed to a provisional base rating of 93 base.

Certificate 13530 – Coyote, Bavaria, 38 Cruiser model, built 2009, Robert Griffin owner, this is a standard boat with no modifications. It is sailed with an Asymmetrical spinnaker but the size needs clarification which Kathy will call on. After review of the information presented the members present agreed on a provisional base rating of 105.

Certificate 13533 – No Regrets, Beneteau, Oceanis 43 model, built 2010, Gina DeVivo owner, after review of the information submitted it appears that this is a standard model with no modifications. No spinnaker information was provided. After discussion and comparing to comparable boats a provisional base rating of 99 was agreed to by the members present.

New Business:

A brief discussion of the items that Paul Grimes had focused on in his email of August 20, 2018 was held. A review of membership numbers and original email of February 13, 2018 which was a breakdown of membership from 2017 by ratings showing where our membership base is centered.

Discussed how to address headsails with mid-girths between 55-75%. Agree that this needs to be considered. Need to compile an adjustment schedule.

Meeting at Bristol Yacht Club. Bristol, RI

Called to order at 6:30pm

Rating Appeals: None

Old Business:

Email received from Jeff Johnstone regarding the J121 sailing in the water ballast crew configuration vs the non-water ballast crew configuration asking for the board’s opinion on any rating difference. Members present discussed the fact that no One Design specifications have been provided by JBoats at this time. The IRC rating with water ballast is 18. PHRF-NB calculation if using water ballast would be a -6 sec adjustment to a new rating of 24 for the J121 in that configuration. Noted that this was not a rating request but only a question as 2 J121 will race each in a different configuration this coming week.

New Certificate Requests:

Certificate 13249 – Alana, Fife of Fairlie, 6mR model, built 1929, Thomas Rodes owner, rated as pre-world war II 6meter with no standard adjustments. Existing PHRF NB rating of 150 base for a similar boat named Flapper. Committee members present agreed to a provisional base rating of 150.

Certificate 13311 – Scoundrel, custom 6 meter model, built 1989, Jamie Hilton owner, rated as modern 6 meter with no standard adjustments. Committee members present agreed to a provisional base rating of 126 base

Certificate 13285 – Aurora, RP 66 model, built 2006, Hunnington Sheldon owner, this is a known design with existing IRC and PHRF SEFL ratings. After review of the information presented the members present agreed on a provisional base rating of -118.

Certificate 13252 – Mischief, Sun Odyssey 349 model, built 2015, Bill Dussinger owner, after review of the information available and presented by the owner it was decided that additional information is required to determine a base rating, such as if the boat has a sprit/anchor bow roller and the length and if the boat is equipped with a fathead mainsail. When this information is received the members will vote on a rating via email.

The following information was obtained by Will Museler subsequent to the meeting resulting in a vote of 140 for the base rating This boat is more on the cruiser side so I (Will) would lean more towards 140 for the base rating.

Base Rating to include:

  • non-overlapping headsail
  • Roller Furling
  • Asym tacked on centerline at the forestay
  • standard draft

 Adjustments for factory options:

  • Bow Sprit:  -6
  • Shoal Draft:  +6
  • Square Top Main:  -3

 Mischief’s rating would be a Base of 140:

  • Spinnaker Rating = 140 – 6 +6 -3 = 137
  • Non-Spinnaker Rating = 159 + 6 – 3 = 162

Certificate 13259 – Weatherly, 12 metre CTM Rhodes sloop, built 1958, owner George Hill, this boat falls into the classic 12 meter configuration/age category. After review of the information presented the members present agreed on a provisional base rating of 30.

Certificate 13225 – Leonessa, Baltic 42DP centerboard model, built 1985, owner Raymond DeLeo, there are existing rating for this model and the standard or deep keel model. Pictures of the keel configuration were provided. PHRF-NE has a similar model with a base of 66, Eastern Ct has a base of 81, and Chesapeake has a base of 75-90. A comparable design would be the C&C 41 centerboard with a base of 81 and 72 with the standard keel. After review of the information presented the members present agreed on a provisional base rating of 87.

A request received on the meeting date was reviewed.

Certificate 13329 – Red Herring, Goetz CTM Dave Hubbard design, built 1980, Stephen Clark owner, new information provided regarding the accuracy of original information and updates/modifications to the boat along with measurement information on the sails. Additional information regarding the keel configuration will be requested before a base rating will be issued.

Inquiry received prior to the meeting.

Certificate 13286 – Serenity, Dufour 36P model built 2012, owner Curt Spalding was placed on the floor for a review by members. The base rating of 72 was confirmed and the owner will be notified.

Certificate 13075 – NYYC001, Melges IC37, 2018 model, Paul Zabetakis owner – this boat is new and 20 will be owned by the NYYC. No sail plan was provided and may not have been finalized at this point making a final base rating difficult. It appears that Paul Zabetakisis the class president.  After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of -9. Will Museler to send a letter requesting the sail plan.

Certificate 13076 – Bella Vela, Beneatuea Oceanis 45, 2018 model, Anthony Costanzal owner, this is a new but standard design carrying an ASail attached to the bow. After review and discussion committee members present agreed to a provisional base rating of 99.

Certificate 13133 – SAFIR, Arcona Yachts model 460, 2008 model, Andrew Laifelz, owner – This is a standard Arcona 46 with no modifications, the boat is sailing with a 142% headsail. A previous 2014 PHRF rating from Chicago rated the boat at 15 and ORR rated it as 1.015.  After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of 9 with the appropriate credits.

Certificate 13155 – Lorelei, Hanse model 348, 2018 model, David Johnson, owner – This is a new Hanse model with no modifications, the boat is sailing with a 85% headsail. After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of 138 with the appropriate credits.

Request from Carl Supansic to review the appeal of his rating by Peter Maloney from June 26 2017. At that time the following decision was rendered.

Upon hearing the testimony from both parties they were excused for the board members to discuss the appeal. Additional documentation was obtained from the 2002 archives of PHRF-NB that the base rating of Phase III had been adjusted in the past based on an appeal from Carl Supancic and that the correct keel configuration was being considered in the original rating calculation. After a lengthy discussion by the members present it was agreed that the correct base rating for 2017 would be 171 and that the parties involved would be notified.

Mr Supansic has been unhappy with this decision and has approached various board members for consideration of the national standard for his boat which is 174.  In the 2017 BYC Millard series Phase III was awarded 1st place once again even using the new rating of 171. In the Mohosa Wednesday Night World’s Pase III finished 3rd in Class 3 Large Non-spinnaker behind a J30 and a C&C34 but ahead of 6 other boats rated faster.  After a discussion the members present voted to leave the 2018 rating for Phase III at 171.
