PHRF-NB Minutes

Meeting at Bristol Yacht Club. Bristol, RI

Called to order at 6:30pm

  • Motion to approve the minutes from the previous meeting of 26, 2018 will wait until all updates completed.

Rating Appeals: None

Old Business:

Email received from Jeff Johnstone regarding the J121 sailing in the water ballast crew configuration vs the non-water ballast crew configuration asking for the board’s opinion on any rating difference. Members present discussed the fact that no One Design specifications have been provided by JBoats at this time. The IRC rating with water ballast is 18. PHRF-NB calculation if using water ballast would be a -6 sec adjustment to a new rating of 24 for the J121 in that configuration. Noted that this was not a rating request but only a question as 2 J121 will race each in a different configuration this coming week.

New Certificate Requests:

Certificate 13249 – Alana, Fife of Fairlie, 6mR model, built 1929, Thomas Rodes owner, rated as pre-world war II 6meter with no standard adjustments. Existing PHRF NB rating of 150 base for a similar boat named Flapper. Committee members present agreed to a provisional base rating of 150.

Certificate 13311 – Scoundrel, custom 6 meter model, built 1989, Jamie Hilton owner, rated as modern 6 meter with no standard adjustments. Committee members present agreed to a provisional base rating of 126 base

Certificate 13285 – Aurora, RP 66 model, built 2006, Hunnington Sheldon owner, this is a known design with existing IRC and PHRF SEFL ratings. After review of the information presented the members present agreed on a provisional base rating of -118.

Certificate 13252 – Mischief, Sun Odyssey 349 model, built 2015, Bill Dussinger owner, after review of the information available and presented by the owner it was decided that additional information is required to determine a base rating, such as if the boat has a sprit/anchor bow roller and the length and if the boat is equipped with a fathead mainsail. When this information is received the members will vote on a rating via email.

The following information was obtained by Will Museler subsequent to the meeting resulting in a vote of 140 for the base rating This boat is more on the cruiser side so I (Will) would lean more towards 140 for the base rating.

Base Rating to include:

  • non-overlapping headsail
  • Roller Furling
  • Asym tacked on centerline at the forestay
  • standard draft

 Adjustments for factory options:

  • Bow Sprit:  -6
  • Shoal Draft:  +6
  • Square Top Main:  -3

 Mischief’s rating would be a Base of 140:

  • Spinnaker Rating = 140 – 6 +6 -3 = 137
  • Non-Spinnaker Rating = 159 + 6 – 3 = 162

Certificate 13259 – Weatherly, 12 metre CTM Rhodes sloop, built 1958, owner George Hill, this boat falls into the classic 12 meter configuration/age category. After review of the information presented the members present agreed on a provisional base rating of 30.

Certificate 13225 – Leonessa, Baltic 42DP centerboard model, built 1985, owner Raymond DeLeo, there are existing rating for this model and the standard or deep keel model. Pictures of the keel configuration were provided. PHRF-NE has a similar model with a base of 66, Eastern Ct has a base of 81, and Chesapeake has a base of 75-90. A comparable design would be the C&C 41 centerboard with a base of 81 and 72 with the standard keel. After review of the information presented the members present agreed on a provisional base rating of 87.

A request received on the meeting date was reviewed.

Certificate 13329 – Red Herring, Goetz CTM Dave Hubbard design, built 1980, Stephen Clark owner, new information provided regarding the accuracy of original information and updates/modifications to the boat along with measurement information on the sails. Additional information regarding the keel configuration will be requested before a base rating will be issued.

Inquiry received prior to the meeting.

Certificate 13286 – Serenity, Dufour 36P model built 2012, owner Curt Spalding was placed on the floor for a review by members. The base rating of 72 was confirmed and the owner will be notified.

Next meeting June 26, 2018 at a location to be determined.

Certificate 13075 – NYYC001, Melges IC37, 2018 model, Paul Zabetakis owner – this boat is new and 20 will be owned by the NYYC. No sail plan was provided and may not have been finalized at this point making a final base rating difficult. It appears that Paul Zabetakisis the class president.  After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of -9. Will Museler to send a letter requesting the sail plan.

Certificate 13076 – Bella Vela, Beneatuea Oceanis 45, 2018 model, Anthony Costanzal owner, this is a new but standard design carrying an ASail attached to the bow. After review and discussion committee members present agreed to a provisional base rating of 99.

Certificate 13133 – SAFIR, Arcona Yachts model 460, 2008 model, Andrew Laifelz, owner – This is a standard Arcona 46 with no modifications, the boat is sailing with a 142% headsail. A previous 2014 PHRF rating from Chicago rated the boat at 15 and ORR rated it as 1.015.  After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of 9 with the appropriate credits.

Certificate 13155 – Lorelei, Hanse model 348, 2018 model, David Johnson, owner – This is a new Hanse model with no modifications, the boat is sailing with a 85% headsail. After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of 138 with the appropriate credits.

Request from Carl Supansic to review the appeal of his rating by Peter Maloney from June 26 2017. At that time the following decision was rendered.

Upon hearing the testimony from both parties they were excused for the board members to discuss the appeal. Additional documentation was obtained from the 2002 archives of PHRF-NB that the base rating of Phase III had been adjusted in the past based on an appeal from Carl Supancic and that the correct keel configuration was being considered in the original rating calculation. After a lengthy discussion by the members present it was agreed that the correct base rating for 2017 would be 171 and that the parties involved would be notified.

Mr Supansic has been unhappy with this decision and has approached various board members for consideration of the national standard for his boat which is 174.  In the 2017 BYC Millard series Phase III was awarded 1st place once again even using the new rating of 171. In the Mohosa Wednesday Night World’s Pase III finished 3rd in Class 3 Large Non-spinnaker behind a J30 and a C&C34 but ahead of 6 other boats rated faster.  After a discussion the members present voted to leave the 2018 rating for Phase III at 171.

Rating Appeals:

Irie 2 rating appeal certificate 13167

Brian Cunha appeared regarding his rating appeal filed on his boat Irie 2 a Kerr 55. The 2017 rating was -66. Brian supplied extensive documentation regarding his boat. Brian explained that the boat had been weighted at various times but the most recent and accurate was performed at New England Boat Works on the certified scale in the Fall of 2017. The weight was determined to be 10,025 Kg. compared to 9480 Kg. Brian also described his performance in regard to know boats that he frequently competes against. The age and condition of his sails was discussed and Brian indicated that he had purchased a new #1#Di this year. Brian was thanked for his input and appearance and was told that a decision on his appeal would be made this week and that he would be notified of the decision. After extended discussion the members present agreed on a change of 3 seconds per mile credit due to the weight correction.

Shearwater appeal certificate 12965

Chris Bjerregaard appeared regarding his rating appeal filed on his boat Shearwater a 1998 Sydney 36 current rating 52.  Chris presented his background and experience. He indicated that in a normal year 1 to 3 new sails were purchased  and that the current sails on the boat were in good shape. The boat is in his mind well prepared and well sailed with a stable group of crew. In 2014 the boat added an A sail based on completion against other boats with A sails. Chris feels that the older design of this boat creates a situation downwind of the boat being more sticky that his competitors. His feeling was that the Sydney 36 should be compared to the J 112E or rated 60, the same as a Summit 35 that he competes against. Chris was asked to provide his current ORR certificate to assist in deciding his appeal. Chris was thanked for his input and appearance and was told that a decision on his appeal would be made this week when the ORR certificate was received and that he would be notified of the decision.  The committee members discussed the performance and characteristics of the boat and design as well as performance and agreed that once the ORR was received a vote would be taken via email on the final decision.

Subsequent to the meeting the information requested from Chris Bjerregaard was received and numerous emails between the members resulted in a base rating of 60 being agreed on.

Grimace appeal certificate 12995

Dawson Hodge appeared regarding his rating appeal filed on his boat Grimace a J100. Mr Hodge indicated that this was a new boat in 2005 and he and his brother purchased it in 2007. The options on the boat were lifelines and no lightweight boom. He indicated that he was looking for the construction of how his rating had been arrived at. He was extremely concerned that his boat was identified as a One Design. Background documentation from J Boats was reported by Ken Madeiro but not accepted by Mr. Hodge. A lengthy heated discussion ensued with comparisons to other known boats discussed.  Mr. Hodge was thanked for his input and appearance and was told that a decision on his appeal would be made this week.  The committee members discussed the performance and characteristics of the boat and design as well as performance vs other boats of this type. Grimace competes at Wickford YC and competition to compare Grimace against is limited. Current ORC certificates point to where PHRF-NB is with a base of 99 with a 100% jib and A sail tacked to the bow. A discussion on this boat which has been ongoing over the past few months and was documented in the April minutes. Various phone calls and emails have passed between Will Museler and Mark Nannini and Mr. Hodges. In past months Will provided research regarding J100s which supported the performance potential of this design when altered from the original sail configurations. After a lengthy discussion it was agreed to set the base at 99. This is a J 100 with 100% jib and asymetric spinnaker tacked to bow. The standard adjustments will continue to be used for the articulating pole and overlapping genoa.

Here is a section of the letter Will wrote to Mr. Hodgson regarding our decision:

 

“PHRF-NB has decided that the J100 OD Base Rating will be moved from 93 to 99.  We looked at some limited data from another J100 sailing in the OD configuration and its performance and then at what the theoretical performance of a J100 with a 155% would be and determined that the low end of the rating adjustment was not in keeping with the boat’s performance.  In addition, your comment regarding the roller furling was also reviewed and based on current policy the J100 qualifies for a furling adjustment. “

 

I believe we can call the base rating OD based on the documentation Ken supplied, either way I do not think it matters but it does point towards a specific configuration.

Discussion on A-sails that are between genoas and spinnakers. It was decided that at least for the time being until a better process can be implemented that PHRF-NB would take the additional tack length added to the given LP to = the % of original J. This will result in an onerous adjustment for a large genoa and hopefully discourage these types of specialty sails.

New Certificate Requests:

Certificate 13046 – MARIVAL, Sweden Yachts model 45l, manufactured in 2003, Michael Morandi owner, rated as standard Hanse with standard adjustments. Existing PHRF NE rating of 48 and 57. Committee members present agreed to a provisional base rating of 51.

Rating Appeals:

Settler rating appeal

Tom Rich appeared to support his appeal of the rating on his boat Settler, a custom Tripp 43 built in 1997 as an IMS boat. The rating for 2017 was -21.  Prior to the meeting Tom provided documentation regarding other ratings certificates along with race results. The numerous modifications that have been made to the boat were documented and Tom explained the reasoning and results of changes. Tom also described Settler’s performance to other known boats. Tom responded to the numerous questions of the board members during the appeal process.

The board thanked Tom for his information and appearance and he was told that formal notification as to the status of his appeal would be made within 7 days. Will Museler will prepare a letter to Tom Rich detailing the board’s decision.

The board reviewed the information provided and the detail of first hand performance configurations that Craig Nann provided. The board decided to treat Settle as a new certificate and ignore the lengthy list of modifications and calculate the rating based on the current configuration. After a lengthy discussion and comparisons to similar boats the board members present agreed on a rating of -9 as a 2018 provisional rating with no adjustments. Craig Nann abstained from the vote on the rating.

Irie 2 rating appeal

Brian Cunha was scheduled to appear regarding an appeal that he filed on his boat Irie 2. The 2017 rating was -66. Brian supplied extensive documentation regarding his boat. Brian did not appear for the hearing and his appeal was put on hold. It appears that the biggest impact on the rating of this boat is the extended prod. The current base rating appears to be correct to the board members. Mark Nannini will contact Brian and ask him to appear at our next meeting.

OLD BUSINESS:

Old Certificate Request:

Certificate 12811 – Celestial, Blue Jacket 40 (Island Packet performance model), 2014 model, Karl Westman, owner, reviewing information on this certificate it was noted that there discrepancies to the manufacturers information. The Solent rig was discussed in regard to performance ability. PHRF has a rating for a Blue Jacket 40. Clarification from the owner and manufacturer regarding measurement specifications was received to assist in assigning a rating. The problem in rating this type of design is that although it can carry a 150% genoa it is not a true upwind sail but rather an off wind reaching sail. After extended discussion the members present agreed on a provisional rating of 90.

New Certificate Requests:

Certificate 12886 – Adventure-us, Hanse 415 model, manufactured in 2017, Kenneth Bordieri owner, rated as standard Hanse with standard adjustments the boat is not eligible for any special consideration due to displacement and sail area. Committee members present agreed to a provisional base rating of 84.

Certificate 12900 – dopodomani, J122E, 2018 model, Christopher Zibailo owner – this boat carries a PHRF-NE rating of 57. After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of 57.

Certificate 12935 – Kairos, Morris Linda 28, 1986 model, Jeff Bardell owner, this is a standard design carrying an ASail attached to a sprit. After review and discussion committee members present agreed to a provisional base rating of 219.

Certificate 12904 – LARK , X Yachts Xc38, 2017model, Stanley M White owner – This is a standard Xc38 with no modifications, the boat is sailing with a 106% headsail. After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of 93 based on a 155% genoa with the appropriate credits.

Information was presented to those board members present of discussions with Dawson Hodgson regarding the rating change for J-100 Grimace who had asked regarding how cutting down size of a Code O and using as a genoa would be treated by PHRF-NB.  Mr. Hodgson has been expressing his displeasure with the manner in which his rating has changed. Will provided research regarding J100s which supported the performance potential of this design when altered from the original sail configurations. Further discussion with Mr. Hodgson will be taking place.

Rating Appeals:

  • Bill Kneller as Class President of J109 Fleet and his own boat Venta Solare appealing the decision to adjust the rating for J109 using 145% genoas by 6 seconds under the 2018 PHRF-NB standard adjustments schedule.

Bill presented various documentation which detailed the previous years ratings from 2016 and 2017 and various regional PHRF ratings for J109s. His documentation also included previous year races using the adjusted rating to demonstrate the impact of the 2018 changes if used in those particular races/series. His comments included the fact that he feels the base rating as being accurate.

In response to questions from the board members Bill stated that the 145% genoa is used in a wind range between 10 & 12 knots and then a change to a small genoa is normally made unless there is moderate chop.

Chairman Nannini and Rating Chairman Museler explained the reasoning behind the 2018 standard adjustment and that it was not targeted at the J109 but at any boat with a base rating that had a small genoa/jib but chose to increase the size of the headsail.

The board thanked Bill for his information and appearance and he was told that formal notification as to the status of his appeal would be made within 7 days. Will Museler will prepare a letter to Bill Kneller detailing the board’s decision.

The board voted to leave the adjustment to the J109s rating as is based on the extensive review and calculations that had taken place over the past months and the lack of any new information/documentation that would counter the reasoning for the new standard adjustments.

  • Fred Roy appeared before the board to address the changes in S Boat mainsail changes for the One Design dimensions. History of the One Design measurement rating goes back to 1992 when midgirth measurement was reduced. The rating prior to 1992 had been 198 spinnaker and 202 non-spinnaker and then was changed to 204 spinnaker and 208 non-spinnaker and has been consistent through 2017 when the Larchmount YC accepted new mainsail standard One Design measurements as 12’1’’ mid-girth and reduced the headboard from 12 inches to 8 inches.

After discussion the board voted based on the sail area to set the 2018 base rating at 203 spinnaker and 207 non-spinnaker.

  • Motion to approve the minutes from the previous meeting of February 27, 2018 were seconded and approved.

OLD BUSINESS:

* Changes to Asym adjustment continued on how to calculate based on which measurements. If there is no modified ISP than the original ISP would be used and use the J measurement across the board. Recommended to use the original measurement then calculate an adjustment.

* Website update is that $6,500.00 received so far for renewals with 103 boats receiving 2018 certificates 10 in the queue which is well ahead of last year. Many compliments on the new site. Late/quick turnaround requests will remain at the normal registration fee of $50.00. Adding the ability to process appeals as an on-line fee to be researched. Need to add mizzen sail dimensions for 2019. Should we issue only non-spinnaker rating if a boat does not provide spinnaker measurements? How does a boat owner obtain their measurements from existing spinnakers and what would we compare this against?

* Tax exempt status update – Federal Tax exemption has been received. State filing for non-exempts are due July 1st.  PHRF-NB is in compliance for tax exempt status and filings.

New Certificate Requests:

Certificate 12811 – Celestial, Blue Jacket 40 (Island Packet performance model), 2014 model, Karl Westman, owner, reviewing information on this certificate it was noted that there discrepancies to the manufacturers information. The Solent rig was discussed in regard to performance ability. PHRF has a rating for a Blue Jacket 40. Decided to request clarification from the owner and manufacturer regarding measurement specifications before issuing a 2018 rating.

Certificate 12669 – Nimrod, Hunter 25, 1978 model, Andrew Quackenbush owner, rated as standard Hunter 25 box top with standard adjustments. Agreed to by committee members present.

Certificate 12801 – Kona, J22, 1989 model, James Verdi & Neil McDermott owners – submitted certificate request indicating an outboard which is not a One Design requirement. Committee members present agreed that no credit or penalty to be assigned over base rating since there is no One Deign requirement. Standard base rating to be assigned.

New Business:

Discussion of J-100 Grimace who asked regarding how cutting down size of a Code O and using as a genoa would be treated by PHRF-NB. A lengthy discussion took place about this non-standard sail and how to rate. It was agreed that this is an area of concern that could quickly expand to other boats. Research into the impact on performance to be undertaken and reported at next meeting.

Old Business:

Agreed to look closer at the asymmetric centerline credit formula in regards to whether modified ISP and JC measurements should be used. Will to issue a comparison chart with data from Roy.

  • Discussed differences between US Sailing displacements and actuals. US Sailing published data will continue to be used. In the event that an owner weighs his boat and comes requests adjustment the boat will undergo a review based on past performance. In regards to the asymmetric C/L credit the default will be US Sailing published data.
  • It was agreed that sail area will be what is published by the manufacturer as standard.
  • Discussion regarding bigger, heavier, boats, slow by design receiving a credit and how to identify and classify was put off for more research.
  • Currently all certificate holders receive a non-spinnaker and spinnaker rating even if no spinnaker information is provided. The question of requiring a boat to provide measurements was discussed and the thought was that the local sailmakers would be over whelmed with measurement request. Further review of how and what to accept to issue a spinnaker rating will be undertaken.
  • Update on the IRS tax classification for PHRF-NB is that the IRS has acknowledged receipt of our application and is reviewing it.

New Business:

  • J-24 rating with 150% genoa. The current 174 base rating will be based on a 150% genoa which is considered a one design rating. In the event that a boat wishes to sail with a  155% genoa the base rating will need to be adjusted to reflect the larger sail area.
  • Proposed changes to the PHRF rules were accepted as proposed.

o   PHRF INST2018, headsail credits bullet 2, insert “mounted above deck” following bottom drum.

o   PHRF INST2018, Certificate Mod, insert sentence at end, “Please contact the administrator to facilitate this process”.

o   PHRF Standard Adjustments, Genoa size chart B has been added for boats having up to 118% jibs in the base rating and wanting to use larger upwind sails.

o   PHRF Standard Adjustments, IMS Mainsail Girths have been added to the mainsail section.

o   PHRF Standard Adjustments, the following has been added to section 3A:

3A) ASYMMETRICAL SPINNAKERS

For yachts who are currently rated for a symmetrical spinnaker and will only use an asymmetrical spinnaker tacked to the bow or on a non-articulating pole on the centerline (note that SPL increases are addressed seperatley above) the formula below will be used. Thje use of either type of spinnaker on an articulating pole will be addressed by the the committee on an individual basis.

  • Use of a whisker pole with an assymetric spinnaker was discussed. Decision made to insert rule that Poles shall not be attached to the clew of a spinnaker except while in the process of jibing.

PHRF-NB Annual Meeting January 23, 2018

Meeting at Newport Yacht Club, Newport, RI

Called to order at 1830

Attendees: Mark Nannini, Commodore; Will Museler, Rating chairman; Roy Guay, Treasurer; Bob Horton, Secretary; Kathy Rotsky, PHRF-NB administrator; Paul Grimes, board member; Todd Johnston, board member; Bill Beebe, board member; Craig Nann, board member; 12 additional attendees as detailed on the attendance sheet

  • Commodore Nannini reviewed the current setup of the credit card process new for 2018.
  • Will Museler, rating chairman addressed numerous pending issues.
  • Commodore Nannini stated that the board is looking for new members who are interested in serving to bring additional interest and expertise to the board. More West Bay representation is being sort.  Recommendations should be sent to the Commodore.
  • Minutes from the previous meeting of December, 2017 were accepted.
  • Treasures report by Roy Guay detailed that 2017 expenses were $27,462.57 while income was $21,720.00. The additional expenses were due to the installation of the website and associated expenses. 2017 continued the trend of a reduction in certificate holders/applications. 2017 had 424 certificates issued while 2016 had 477. Commodore Nannini expanded on the reduced number of certificates. The lack of a renewal paper mailing in 2017 with the implementation of the new process could have resulted in some previous members not being reached. Other PHRF sites will be checked for membership trends. Craig Nann reminded everyone that boat sales and manufacturing is down nationwide.
  • The slate of 2018 officers was presented and no additional nominations were submitted from the floor. The slate was seconded and approved as presented. (See attached)

New Business:

  • Information regarding changes in the 2018 certificate process will be communicated to all existing certificate holders and the individual clubs and race committee chairmen.
  • Rating adjustments/changes in 2018 include

o   Jib/Genoa size credits/[penalties

o   Symmetrical spinnaker changing to A-sail

o   Credit for spinnakers on heavy displacement boats to go up.

o   Mainsail girth measurements under review with the proliferation of square top mains being fitted.

o   Roller furlers below deck will lose the roller furler credit as above deck furlers have less sail area and are not deck sweepers.

o   One Design classifications will need to have a manufacturer’s specification sheet available for review.

o   Question of credits for less crew on a one design level was asked. This might increase boat numbers participating. No decision by board but a review will be done regarding this type of adjustment

o   Examples of the results of changes regarding the A-sail measurement were presented by Will Museler.

  • Credit card acceptance testing will begin shortly. There is not an official date to open to the general populace.
  • Request from attendee on why mainsail furler options such as Stack-Pack do not receive a credit in the same way that roller furlers do. This might encourage more cruisers to race. Board to review.
  • The S-Boat Fleet is proposing a bigger mainsail as the OD sail for the group’s 100th anniversary. Todd will compare the existing measurement to the proposed and report back to the group.
