July 22, 2019 PHRF-NB Minutes

Meeting at Bristol Yacht Club, Bristol, RI

Called to order at 6:41pm

  • Motion to approve the minutes from the previous meeting of June 17, 2019 which had been distributed via email were seconded and approved.

RATINGS

Certificate 14273 – Costal Cru, Finot-Cong design, Beneteau  Oceanis 38.1 model, manufactured in 2018, Brian Bredvik owner. The application indicates that no modifications have been made to the boat. In reviewing this model it was determined that this is in fact a different design from other Beneteaus that may have a 381 or similar designation.  After review and discussion the board members present agreed on a provisional base rating of 141 with applicable adjustments to be applied.

Certificate 14295 – Luna, Spirit 47Cr, manufactured in 2016, Alessandro Pagani owner. The application indicates that no modifications have been made to the boat. Other ratings that were provided were ORR. After review of the ORR for this model and discussion the board members present agreed on a provisional base rating of 99 with applicable adjustments to be applied.

Certificate 14315 – Querencia, Jeppesen design, X yachts X4.3 model, manufactured 2018,  Francis X. McGowan owner, pictures of the boat and description indicate outboard shrouds. No addition rating certificates were indicated. The draft on this boat is 8.17 which will be considered the standard draft in PHRF-NB, 2 other drafts are also indicated by the manufacturer. After review and discussion the board members present agreed on a provisional base rating of 30 with applicable adjustments to be applied.

Certificate 14317 – PREVAIL – Tripp design, Hodgdon builder, Tripp custom 65 model, manufactured 2009, Dudley Johnson owner, the boat has carbon fiber spar, boom, spreaders, pole and rod rigging, PHRF-NE has the boat rated at -72. The boat had been for sale through MMA. After review and discussion the board members present agreed on a provisional base rating of -75 with applicable adjustments to be applied.

Certificate 14338 – Raven Lunatic, Cape Cod Shipbuilding manufacturer, Raven 24ODR model, manufactured 1957, Block Island Community Sailing owner, other PHRF certificates are Chesapeake Bay 2009 rating 204, After review and discussion the board members present agreed on a provisional base rating of 129 with applicable adjustments to be applied.

Certificate 14331 – The Hawk, Tripp design One Ton model, built in 1969, rebuilt in 2019 by Brooklin Boatyard, Oivind Lorentzen owner. Other rating CRF 26.91. This boat was issued a provisional certificate by Mark and Will ahead of this meeting so they could race in NYYC 175th Regatta. The boat is wood and was fully restored at Brooklin Boatyard. After review and discussion the board members present agreed that the provisional base rating of 114 with applicable adjustments applied be allowed to stand for 2019.

Certificate 14333 – Karinosa, J30 manufactured 1982, requested that the adjustment for the ODR pole which is oversized be eliminated in the non-spinnaker rating as his headsail is a 118%. He uses a whisker pole of 10 feet when sailing non-spinnaker. After review and discussion the board members present agreed on a provisional base rating of 179 for non-spinnaker allowing the spinnaker pole/whisker pole change to be accounted for.

OLD BUSINESS

This discussion was continued as mark had received an inquiry regarding using small/undersized spinnakers and if they should have a rating adjustment similar to genoa/jibs that are less than the maximum allowed. Some new racers start out with smaller spinnakers as a way to learn handling and crew training. Currently we do not provide an adjustment for smaller spinnakers but do penalize oversized. There will be more discussion and documentation prior to any action on this possible change

NEW BUSINESS

Should PHRF-NB require/request ORC club certificates on boats that are classified as race designs? Discussion to be continued.

Should PHRF-NB have individual tables for oversized A-sym spinnakers and symmetrical spinnakers that would be provided to applicants to assist in their spinnaker design and purchase.

Location for August meeting was agreed to be the Newport Yacht Club. The date for the meeting is August 26, 2019 6:30pm
