Meeting at Quantum Sail Loft, East Greenwich, RI
Called to order at 6:30pm

Prior to the start of the meeting Mark Nannini reported that he had sort and obtained legal opinion regarding board members participating in appeal discussions and voting on the disposition of appeals. The opinion obtained is that a board member can participate in normal rating assignments even if a board member races again a boat looking to obtain a rating in the normal course of filing.
In an appeal of a rating if a board member is the owner of a boat being appealed, crews on said boat, or sails on it they cannot be present in the room when the vote on the appeal is taken.
An additional point regarding a rating appeal by an owner or interested party is that PHRF-NE requires a certain number of windward leeward races to have been score for the boat in question before an appeal can be reviewed by the board. PHRF-NB does not have a specific number of races or type of race as a criteria for a rating appeal. This will be reviewed and presented to the committee.
- Motion to approve the minutes from the previous meeting of May 20, 2019 which had been distributed via email were seconded and approved.
APPEALS
Diva 39 High Energy rating appeal by Peter Johnstone
Certificate 13786 – High Energy, Diva 39, Ed Adams, owner.
Peter Johnstone owner of Honey, Alerion 33, certificate #13838 submitted a written appeal of the rating for the boat High Energy with documentation to support his appeal of the base rating of 102 for High Energy which sails at 114 Spinnaker and 131non-spinnaker. Peter Johnstone was not able to attend the appeal hearing as he was out of town on business.
Ed Adams owner of High Energy appeared before the board and provided extensive documentation regarding High Energy and the preparation of the boat, the level of skill sets and background of crew. His main points were that High Energy has been maximized for the normal conditions the boat races in and that any PHRF-NB adjustments that benefit the rating have been applied. He also question the information that Peter Johnstone had provided citing cherry picking of results to prove his assertion that High Energy should be rated faster. Ed Adams was accompanied by Mark Hassell who also owns a Diva 39 and testified regarding his boat’s performance in comparison to High Energy.
Ed and Mark were thanked for their testimony and documentation and left the meeting. The board discussed the performance of the boat High Energy as many board members were quite familiar with it having sailed on it or competed against the boat and also against Ed Adams when he owned a Laser 28. The board agreed that the boat was prepared at the highest level, sailed with great skill and intensity and the rating was maximized for the conditions it normally raced in.
Prior to the vote of the board Moose McClintock recused himself from the vote and left the room while the vote took place. The board voted to leave the current base rating of 102 in place based on the information provided and the knowledge of the board members. Peter Johnstone and Ed Adams will be notified of the board’s decision.
RATINGS
Additional information was received from Jeff Johnstone via email in relation to the J99. Moose McClintock provided some insight on the boats general performance. Continue review of the boat at various venues will help verify the provisional rating.
Certificate 14144 – ACADIA, Frers design, Lyman Morse manufacturer, manufactured in 1984, cruising racing cat ketch, Burt Henry Keenan owner. The owner has provided previous year ratings from PHRF-NE when the boat was racing in Maine. The application indicates that no modifications have been made to the boat. After review and discussion the board members present agreed on a provisional base rating of 120 with applicable adjustments to be applied
Certificate – 14245 – Kyrenia (name change to Ardent pending), Beneteau Oceanis 41, manufactured in 2013, Curt Miller owner. The application indicates that no modifications have been made to the boat. After review of photos of this model and discussion the board members present agreed on a provisional base rating of 120 with applicable adjustments to be applied
OLD BUSINESS
Discussion of small/undersized spinnakers and if they should have a rating adjustment similar to genoa/jibs that are less than the maximum allowed. Some new racers start out with smaller spinnakers as a way to learn handling and crew training. There will be more discussion and documentation prior to any action on this possible change
NEW BUSINESS
Current certificate count is approximately 100 less than the end of 2018. We should make up that number by the end of the season as many one off or special races bring in certificate requests.
Location for July meeting was agreed to be the Bristol Yacht Club. The date for the meeting is July 22, 2019 6:30pm
